About the Author
Margaret J. Barr is professor emeritus in the School of Education and Social Policy at Northwestern University. She is the author or editor of numerous books and monographs and former editor-in-chief for the New Directions for Student Services series.
George S. McClellan is the vice chancellor for student affairs at Indiana University–Purdue University Fort Wayne. He is editor, with Jeremy Stringer, of The Handbook of Student Affairs Administration, Third Edition.

Factual and reliable

This textbook is well-respected, well-written and very useful.
It covers an important segment of higher education administration that few are trained to address. Many neophyte recently appointed college administrators have stubbled -- and failed -- because they were pitifully ignorant about budgets and finanncial management.
No college president was ever fired because his/her college had poor academic standards. On the other hand, many have been fired because the college got into financial difficulties. Boards, inevitably conservate, cringe and shake when a college drifts into finanacial problems. Their easy solutuion is to fire the president or a dean or two.
Ergo, all college administrators must become proficient in the dual topics of this book. If you didn't learn that in college, then pick up this book and prepare yourself.
N.B. Dr. Mellander was a college president for 20 years. More recently he was a professor of higher education administration.

Practical Guide to Budgets and Financial Management in Higher Education

This is a well-written book about many aspects of budget proposal and management in Higher Education. It begins with an introduction to the context in which a budget manager works. Then, it presents different types of budgets and the elements in a budget: revenue and expenses. It also educates readers about managing budgets, the possible pitfalls, and feasible solutions along the way.
In this book, the major themes of budget writing and management include: good and thorough planning leading to good budgets, external factors in the environment are to be included in the budgeting process to have an accurate financial forecast which may need to cover several years into the future, and the importance of a budget manager cultivating a positive network with colleagues in the organization, etc.
This book is comprehensive and also practical for budget managers in Higher Education. It is also very suitable for readers who are new in this area and would like to get the big picture of how budgets are handled in Higher Education.

This book has been assigned as part of a master's course in Organization and Administration. The book is accessible, accompanied by tables, and a quick read. Though it is difficult to understand budgeting without doing it, this book provides good overall insight into budgets and financial management in higher education.
In my opinion, it is also far less dry than other texts.
